What is FTS?
For TA eligibility purposes, there are 3 types of “Reservists.”
Reservists have a “Comp Code” (service component code) of 32. This should never be changed; however, they may need to have their “Duty Status” changed from “In-Active” to “Active.” Be advised, when updated by us, it is only a temporary change and the SVM will need to ensure their personnel information is updated/corrected.
1. SELRES and IRR – Selected Reserves is an actively drilling reservist in a pay status. What we commonly think of as a “reservist.” Individual Ready Reserves consists of personnel who must fulfill their military service obligation (MSO) under 10 U.S.C., 651, members fulfilling a service obligation incurred via contract, and those who have fulfilled their MSO but voluntarily remain in the IRR.
2. Reservist on AD orders – ADSW, Mobilization, AC augmentation, etc. These type of orders can be semi-continuous depending on the circumstances (operational support). These reservists can receive back to back orders; however, it requires at least a 31-day break in active duty service within the last 5 years. Total ADSW, ADT and AT time cannot exceed 16 years of total active service and they are not eligible for an Active Duty retirement. (OPNAVINST 1001.20C, Para 8 c&d)
NOTE: Reservists on AD orders are only eligible for TA if: (OPNAVINST 1560.9b dtd 28 Dec 2023)
1. Enlisted have AD orders for more than 6 months
2. Officers have AD orders for 2 yrs + length of course(s)
3. AND The course(s) end prior to the last day of the active duty orders.
**Although AD orders can be long term (up to 5 years) we do not mark these SVM’s as TAR, as they have not been selected by the Navy for the special program and marking them TAR in our system makes them continuously eligible for TA. Instead, enter the end date of their orders in NCMIS via the “Mobilized Reservist Detach Date” in the “Service” screen of “Participant Maintenance.”
3. TAR – Training and Administration of the Reserve (TAR) are reservists that have been selected to participate in a long-term active duty role/billet. TAR is limited to certain rates and is generally a minimum of 4 year orders. Once in the program, most SVM’s remain throughout their career, without a break in service and are entitled to the same pay, allowances and benefits of an active duty member, including retirement.
Do not enable the TAR/FTS Option for reservist on active duty orders.
